25 Years Later: We Won’t Win the War on Terror

We were winning against the Jihadists. Then Washington hesitated, and we lost Afghanistan, Syria, much of Iraq, parts of the Sahel, as well as New York and our campuses. We have the means to win the war on terror. What we need is the knowledge and experience to achieve full victory.
