Blaine Taylor, a whistleblower who was an independent contractor throughout the 1980s and 1990s, said the California construction industry formerly allowed American men to enjoy a   middle-class from blue-collar work and has now changed into a business where wages have plummeted and illegal aliens dominate the field.
