USPS is the sole distributor for every blank ballot in America. However, almost every public disclosure by USPS is about ballot collection. They deploy “extraordinary measures” like Priority Express Mail services, but only to collect ballots, not to deliver them. They hold RSVP hand-off events for the public, like the one in Maricopa County, to promote ballot transfer to election officials. But they have few measures in place to ensure only one blank ballot goes to one legitimate voter.
